For an economy to develop it broadly needs two things: entrepreneurs and an enabling environment. The traditional model of development has always focused on the government and its role in ensuring an effective enabling environment. It hasn’t worked for two reasons: 1) the lack of private sector representation ensures that the enabling environment isn’t optimized for the firms whose efforts will grow the economy, and 2) the attention on governments skews the balance of public/private sector power; supports ongoing paternalistic behavior; motivates risk averse employment seeking within government; and drives anti-inflationary behavior on the part of government that promotes imports over the growth of a domestic economy. In short, for reasons having mostly to do with risk aversion on the part of multinationals, for 50 years, the world has been putting the cart in front of the horse.
